    I assume you mean in Lion.
    They are literal.
    Clean Up By will change the positions of your icons. The change it permanent — well, until you move them or Clean Up By some other way.
    Arrange By is temporary. You are sorting. So Arrange By “name” and the icons move. Then Arrange By “none” put them back into their real positions.
