In the old Safari “reader” it was possible to adjust the font size, which would adjust the number of words per line. And you can still do that in Safari in OS X; has that function been eliminated from Safari in iOS-7, or is it just that I can’t find it?

The Reader feature now obeys the special font size settings in the Settings app.
Open the Settings app, and then go to General settings. Then look for Text Size. You can adjust a slider there. This will increase the font size for text in Reader, and also in some other Apple-made apps.
You also have the ability to make the range of sizes larger. Go to General, Accessibility, and turn on Larger Type. Now that same slider, available here and in the Text Size setting, will have a larger upper end. So if the largest size under Text Size isn't large enough for you, then you can use this to make it even larger.
Plus, if you look in Accessibility under Larger Text, you'll see the option for Bold Text. That will change the size of the text in Reader too, or at least the thickness. It also makes text throughout the iOS interface look bolder and a little more like the text in iOS 6.
So all those people complaining about the text in iOS 7 being a little too thin for their liking -- they have the power to change this, but haven't noticed that yet.

my mind is drawing a blank.....how do I get to the settings app?
By default, the Settings app is one of the primary apps and appears on the very first page of the Home screen with the other default apps (Messages, Calendar, Maps, Notes, etc). But you could have moved it anywhere -- to another page of the Home screen or inside of an app folder.
I hate to say it but I feel like this is a step backwards for Safari Reader. The whole point of the reader mode was that it made text heavy sites more easy to read. It was a natural option to have font adjustment easily accessible in reader mode. Now, with this "improvement "you flip to reader only to realize that it would be easier to increase the font in the natural safari mode by zooming. Not ideal to have to dig that deep in the settings. Plus, it was nice to have the setting specific to reader only not to your entire system. I hope that they correct that in future updates. I Really liked reader mode.
I second it! It clearly is a step backward for safari reader! You should be able to adjust the font easily without resorting to general setting.
I definitely find this to be a step in the wrong direction on so many levels. The ease of Safari Reader was to allow the user to adjust the reading material and personalize it with ease. It had that, and it worked fine. If it isn't broken, don't fix it! I hope they correct this with the next update. I also am having trouble with the dictionary. Another example of over thinking by developers. It was fine before. Although it was a bit amateur it at least gave something, not links for downloads.
