MacMost Forum / How to enable automatic downloads on my iPad?

When I enable automatic downloads in my iPad 2 it automatically disable this feature (put off the switch). Why?
I am using the same apple ID that I use in my Mac and I have enable automatic downloads in my mac. I live in Puerto Rico who is a country of USA. This link provide information but I still need help

    Perhaps footnote 2 on that page:
    2. Automatic Downloads is currently available in the US only
