When I setup paragraph styles in Pages, they never include the “Bullets & Lists” settings that I select. Is there a way to include these settings in a particular style?

Styles don't include List settings. But "List Styles" do. Look to the right of "Bullets & Lists" in the text formatting sidebar. You'll see a pull-down menu there. You can use that to create a new List style in the same way you create a text style at the top of that sidebar.
I know about and use that dropdown menu of Bullet/List styles. But, changes made there do not seem to be linked to any of the text styles. For example, if I create an outline using a Harvard style with "I.A.1.a." format and then make changes to various levels in the outline (like font, size, indents, etc.), the changes are not saved in the style for that level. Each edit to a line in the outline seems independent... meaning it is not saved universally as a style change.
Related... if I use the Harvard style to set up all levels (I.A.1.a.) in an outline, any changes made to one level are applied to all levels. I want to customize each level in the outline (size font, indents, etc.).
I haven't looked into it that deeply. If you think you've exhausted all options, then I guess it is a limitation of Pages.
