    I can’t tell you why.
    I can guess that it has something to do with the fact that the iPad isn’t a phone, so the connection isn’t as constant as it is with a phone. It isn’t connected to any network at all when it is asleep. So relying on your iPad to remind you of things based on location is probably not a good idea. It won’t be reliable.
