I’d imagine you would just design one, and then print it. Typically they have a picture on one side, and then the other is blank, or has boxes for an address, stamps, etc.
It really just depends on what you want. Just use the design tool in Pages and build what you want.
I think most professional designers would use Adobe Illustrator or something similar to make a postcard, but there is no reason you can’t make one in Pages.
No, not at all. Just choose the image, and then in the Inspector you can select the wrapping style for the image under “Object Placement.” Set it for “in the background.” Now you can place a text box right over it.
