Does Mail On Mountain Lion Have Push Capability Like the iOS Devices?

Is there a way that my mail can show up as soon as I receive it on my Mac like the way it does on my iPad and iPhone?

Sure. But it is more of a function of the server on the other end. Some email servers are purely "fetch" -- POP servers, for instance. Others are push -- IMAP servers and Exchange. Some servers allow you to connect to them either way. So you may have set up the account as a POP account instead of an IMAP account when both choices were available.
Now with Mail in Mountain Lion, you can choose popular services like Gmail or Yahoo when setting up an account. So if you set up the account a long time ago and have simply migrated it over the years to your current Mac and OS, then you may want to consider setting up the account new and fresh.
