I have my iPhoto library on an external drive. On that drive I want to create a new iPhoto library just for a particular event and use photos that from that main library. When I export those photos (events) to my newly created library, the titles are all missing as well as enhancements that I previously made to those photos.

That's right, because the titles and changes are part of the library. When you export you just get image files.
One option is to duplicate your iPhoto library, open that duplicate, and then delete what you don't want.
A better option might be to use a 3rd-party tool that manages iPhoto databases. Haven't used any of those myself, so I'd just search for them and look at the features to see if any will do what you want.
