If you do a search for opx you will see that this is some sort of organization chart file made by Microsoft Organization Chart, OrgPlus Organization Chart or something else like them.
A "conversion tool" would only be useful if you had some other type of organization chart software that didn't support opx. Not sure if such a thing exists, or if there are any apps that open opx files on Macs. I've never heard of them until now.
So the smart thing to do would be to go back to the client and ask them to send you something else. Perhaps they can just export the chart from the software they are using as a PDF. At least then you could "see" the chart.
I'm not sure what their goals are in sending it to you, or your goals are in trying to open it.
