How do I put in a desolve effect where I added a B-roll video?

i added a b roll to my project and know i want to add a desolve or some other effect but it won’t let me drag my effect int the video.

    Are you trying to add it in between the shots? That's when you can add transitions. Or, are you trying to do something different, like using cut-aways?

      I'm trying to add the effect between the a roll and the b roll
      so yes i'm trying to add it between the shots

          So you have a project with two clips. You drag the transition to the space in between the two. The only time this won't work is if one of the clips is too short.

            I have a video project and i insert a b roll in the video
            which made a video track above the original video.
            know i want to add a fade so the the video will fade from the original video to the b roll i added above the orignal video.
            I dragged the effect between the two videos a roll and b roll
            and the effect doesn't work.

              Ah, so it made a track "above the original video" -- so that sounds like you added a cut-away then, not a second track.
              In that case, you can't use standard transitions. But you can add a simple dissolve. Just select the upper track, type "I" to bring up the inspector so you can see that's clip's properties. You'll see there a way to set the dissolve.
