I can’t seem to figure out how Siri’s Raise-to-Speak feature works. I raise the phone to my ear and speak, but Siri doesn’t respond. I’ve Googled it, but all I get are pre-release video leaks showing the option in settings. I can’t find examples of anyone using it. How exactly does it work?

It works for me.
First, I make sure I have that setting turned on.
I raise the phone to my ear and wait until I hear the Siri musical tones.
Then I speak and ask Siri a question.
Does the phone need to be unlocked first?
Nope. It does need to be not-asleep though.
I had this same problem..and yes "Raise to talk" was turned on.
I simply turned "Raise to talk" off, then turned it back on and it now works..
I had the same issue with "Raise to Talk" not working. Maddening! I followed the tip by JamieScalie and it worked. i.e. Turn the "Raise to Talk" feature off (in Siri settings) and then turn it back on.
JUST TAKE THE PHONE AND PUT IT IN UR EAR AND WAIT.
JUST BE ON NOT SLEEPING.
