I used to rip music dvds so I can listen to and watch them on my iPhone or iPod. How do I put chapter markers in the video so I can skip through songs? Handbrake can do it but it doesn”t do good sound quality. The program I use to rip is great with sound, but can not handle chapter markers.

I don't know what other program you are using, but Handbrake should give you great sound quality. I'd look at the format you are saving to in Handbrake and adjust that. Try various settings to get what you want.
