If not any other way it can be done ?

VCDs? You mean video CDs? CD-ROMs that have video files on them formatted so they play on some DVD players?
These should just be data CDs with files on them that are just right for playing on DVD players, right?
If so, then you should be able to make copies of them with anything that makes copies of a regular data CD. You should be able to use Toast, or even Disk Utility.
