When I move an e-mail from my Inbox a few days after I receive it to the Public Folders, the date on the e-mail changes to the date it was moved and the original date it was sent changes.

I'm not sure what you mean by Public folders. Do you have an email mailbox named "Public folder?" If not, what do you mean? Which email system are you using? Definitely need more details.
I am using Exchange.
OK. So are there "public folders" in exchange? I'm not an exchange user, so I'm not familiar with what that might mean. My guess is that "public folders" are an exchange thing, and they have nothing to do with using Mail on a Mac or any other client. In that case, you should probably ask someone who is an expert at using Exchange. They might be of more help.
