You'll need to re-install iPhoto from the discs that came with your Mac or the iLife discs you may have used to upgrade.
But it is unlikely that they deleted both the application iPhoto and your iPhoto library. That would take quite a bit of pre-meditated research and skill. Once you install iPhoto it will most likely find your library and resume where you left off.
Also: are you sure they deleted the application? Perhaps they just moved the shortcut to the application from the Dock?

Probably. you can simply do a search in "Finder" to locate.

If you deleted it and you don't have a backup anywhere, there is probably not much you can do. If it is very important, you should stop using your Mac now (every second your Mac is on it could be overwriting files) and take it to a disk recovery expert. It will cost a lot, and probably won't work, but it would be your only option.

iPhoto the app and your iPhoto Library are two different things. Like a word processor and a document.
Re-install iPhoto and it shouldn't be a problem.
