Gary my Imac Energy saver settings are all default settings and still it wont sleep automatically if it is idle for 15 minutes.
I have set Speech to announce the time at every half hour. Many times when it is idle for long, while the display is off, still the time is announced.
It sleeps when i turn it to sleep. The Schedule to wake up or shut down is not activated either.

You have to find the "thing" that is keeping it awake. Either hardware or software.
Often it is a USB device that is attached to the machine. Or bluetooth. Or any hardware connection. But it could also be software.
Try removing external hardware and quitting software (see Login Items too) in a systematic way to figure out what is causing it.
I have a Wireless Keyboard and the Magic Track Pad ! Do I need to switch them off ?
You shouldn't. But they should be part of your tests. Test everything.
Check which printers users have installed.
If a driver for a non-existent printer is installed and has a job queue the iMac will not sleep.....so I found.
Solution, delete rogue printers for every user.
Thanks so much Tony. I was at my wit's end after trying everything until I found your suggestion. I had a document sitting in the print queue of an unconnected printer. Once I deleted it, the iMac went to sleep as it should have.
