Is there a power Cord that you can connect from your iPhone 4 to your iPad,laptop ect. To utilize your data plan as a hotspot?

You wouldn't use a cable for that. You can set up a personal hotspot and the connection is made wirelessly. You can find this in your General Settings, Network, "Set Up Personal Hotspot." It has to be enabled on your AT&T or Verizon account, of course.

I guess what I'm asking is I don't want to pay for a hot spot I pay enough to verizon already for my data palm on my phone. I was looking for something free like the wifi on the jailbreak version. Any suggestions? I'm running the latest version of the Verizon network

That's in violation of your contract with Verizon. Reports that are people trying to circumvent this by jailbreaking and tethering without a plan have been found out by carriers. So not only is it breaking your contract, but it is possible you will get caught.
