Here is my goal, please let me know if this is possible.
In MobileMe(iDisk)-set up an HTML website with a custom gallery page that would auto update/add pictures to the site-every time I added a new picture file in my pictures folder.

You should look into the native iPhoto gallery functionality. It doesn't quite do that, but it does allow you to add pictures easily via email or web upload. But I don't know of an easy way to do that with MobileMe.
You could just create a folder on your iDisk and drag and drop photos to it. But you would have no way of viewing them -- there would be no "gallery" interface that would refer to the pictures.
