I want to be able to enter a text box with another text box and it won’t let me go over the existing border of the first one.

Do you mean in Pages? Keynote? Something else?
If Pages, be sure to set the Format for the text box to "Stay on Page" and also the wrap to "None" or whatever you desire for the result you want.
