WIthout an installation disk this can be difficult. You'll need a new set of Mac OS X install disks, then. If it is an old Mac, you may need Leopard, or even Tiger if it is very old. They are hard to find. Son Leopard is what you should get for any Intel-based Mac.
Besides the OS itself, and default programs that come with the OS (Safari, Mail, Address Book, iCal, etc) new Macs come with iLife. But you'd need to buy them separately. You may want to look in to Apple's box set that includes Snow Leopard, iLife and iWork.

So if i have tiger on macbook i can upgrade it to snow leopard and that can be my installation disk? also does snow leopard come with time machine and garage band?

Snow Leopard comes with Time Machine (that is part of Mac OS X). But GarageBand is part of iLife.
Snow Leopard "upgrades" are only good for Leopard users. If you have Tiger now, you need to buy the full version of Snow Leopard.
