I have over 1500 songs on my iPhone4, yet when I hit shuffle play it seems I always hear the same 200 or so songs. Why is that? Is there a way for it to play ALL the songs in shuffle play? I don’t use playlists or genius shuffle at all.

Shuffle should play songs at random. It does. There has been a lot written on the net over the years about how this can "feel like" it plays some songs more often than others. But it doesn't. That's part of how a random sequence is interpreted by our brains -- we always find a pattern even if one isn't there.
I don't know much about it either way.
