No, you won't be able to. Even if you could, the files can't just "exist" on the iPad -- they need to belong to an app. So it would be up to an app to pull the text files in and then access them. You can do that with a lot of apps from various sources (iDisk, Dropbox, iTunes sync, wifi network, FTP, etc) but I have never seen it done with the iPad camera connection kit.
