I think what you are looking for is the Personal Hotspot feature.
First, you need to check with your wireless carrier. You usually need a special plan from them to use Personal Hotspot. Once you have that set up, you would go into Settings, General, Network and then tap on Set Up Personal Hotspot.
This will then create a small wifi network that uses your iPhone's 3G connection for Internet access and you can connect to this network with your iPad.
