I am using the pro broadcast software Wirecast. See episode 265. http://macmost.com/making-the-macmost-now-video-podcast.html
It isn't a specific effect. It is just a two-fee shot with the one behind filling the whole screen and the one in front in the upper left, tilted slightly with a border.
