Assuming the movie is going to be watched via TV, is it best to keep the equalizer at None and tweek it on the TV, or is there a good setting to use to optimize the sound (in general)?

Hard question to answer. It depends on your sound system, really. And the room. And your personal tastes. And the content too.
But as to whether to adjust in iTunes or on the TV, it is probably better to leave the sound as raw as possible in the file and on iTunes and adjust it when playing it back. Unless there is a problem with the sound in the video itself.
