Why is Verizon iPhone behind? Is this permanent?

iOS 4.3 has been out for a while and Verizon iPhone 4 users are still stuck on 4.2.8.
Now with iTunes 10.3 we cannot even turn on the Automatic Downloads.
Any clue if Verizon iPhone lag behind in the future?
I enjoy the call quality and reliability with Verizon, but cannot help but feel my product is being neglected.

The two versions of iOS have been leap-frogging each other. First Verizon was ahead. Then AT&T again. It is because one uses GSM and the other CDMA. So they have slightly different versions of the OS.
My feeling is that once iOS 5 comes out in a few months that we'll see one unified OS between the two.

I switched to Verizon from AT&T and was unaware of the leap-frogging. Certainly makes me feel better about things. A unified release schedule with iOS 5 sounds great. Thanks for the quick reply Gary!
