I have just started to use iPad OS13 and found some of the changes created a situation which makes it awkward to do one particular task, saving a webpage as a pdf to my preferred app, GoodReader in the past, following your guidance, I would go to the print command, and use an opening reverse pinch, open the document as a pdf. I could then easily select GoodReader as app to open it in. Now, I can do the same, but use commands. The problem is the process is more awkward since I haven’t been able to sort the apps I’d like to use so GoodReader appears at the top. Hope I’ve described the issue. Basically, how can I make changes to the way safari is set up?

So you tap the actions button (box with arrow) and see two rows of icons at the top, then a list if other actions below those rows. I assume GoodReader appears in the second row of icons, correct? And you want to get it to be one of the first icons so you can just tap it?
if you scroll to the right in that row of icons, you get to the More icon. If you tap that, you go to a list of the Apps included in that row. If you tap Edit at the top of the screen you can now drag those up and down to change the order. Just tap and drag the three lines at the right side of any item. Then you can put GoodReader at the top of the list.
I got to the point of printing, did the finger spread, tapped the box with arrow. Then I use the more choice, and was presented with many choices, including GoodReader. I hit edit and simply pressed the + for GoodReader and it was placed alongside the others. Right where I wanted it. There was no dragging option as I’ve seen in other places, but this was just as simple
You may want to try skipping the whole Print thing. See if you can just tap the Actions button while viewing the web page. Does GoodReader come up then? Or maybe one of the other options there lead to it?
GoodReader does show up with "make pdf"
