I want to add captions/descriptions below the digital photo. I would like the text to stay with the photo so that when I share it the viewer will know who, what,where and when. I know that I can add this in the metadata in info, but I would like that to be displayed below the individual photo. Can I do this in Mac if so how or is there an app that I could use that will do the job.

There's no "good" way to do that. If you want to imprint text onto the pixels in a photo, one way is to open it in an image editing app like Acorn, Pixelmator Pro, Affinity Photo, Photoshop, etc. Then use the text tool in that app to write text on it. In Photos you can select the photo end edit it in an external editor to do this. Then you have the photo in your Photos app, but with the text actually as part of the photo.

A big problem with either of these is that your text is now covering part of the photo. It is part of the photo now. Of course in the Photos app you can always revert to the original photo, so at least you have that. But someone you send to wouldn't be able to do that.
You didn't include a good answer for the "why" portion of the question, so I'm not sure if this is the best solution. How are you sharing these photos? Messages? Email? Over a video conference call? As part of a presentation? And what is the situation? Sharing a photo with a friend or family member? Some business application? Publishing a travel blog?
In days past you wrote on the back of the photo with who what where etc. I would like to find a way to add that information below the photo so that family members with who I want to pass the photos onto will know who their ancestors are
Roger: So why not just add that to the description or title of the photo? I guess the issue is that it wouldn't be included if you use regular sharing. I guess it depends on the exact way you share with others.
The Mac Appstore has "SnipTag" app. It can add a caption at the bottom of the photo and NOT on the photo. It does this by making the frame larger and putting the caption in the white space created at the bottom.
Larry: Well, the caption is still ON the photo. It isn't covering the photo, but it is still pixels in the image file, which just now has a thick border around it with the photo and text not overlapping. A good solution for this case, to be sure, but I wouldn't want my photos library filled with photos like these.
Gary: Yes, I do NOT use this for photos that I save as I do not want a large white border with the name at the bottom, but have used it for photos that I send to others. SnipTag is not perfect, as I prefer to use metadata for keeping information on my photos. SnipTag is good for cropping and adding metadata. I am still looking for the 'perfect' tool, so have 5 apps, and use each part of the app that is really good. Affinity Photo, Lightroom Classic, SnipTag, PhotoMill, Mac Photos.
Roger, Here is on way to do for a small number of photos. Open you photo in Pages. Type the desired caption below the image. Use screen capture (shift, command, 4) to select just the image and the caption. Save back to photos. Then send you captioned image. Pretty easy and it only uses apps that come with your Mac.
