Adobe Flash player for browsers has been retired. There is no way to install it on Mac, Windows or anywhere. This has nothing to do with macOS or Big Sur. Adobe, the maker of Flash Player, retired it and deactivated all Flash Player browser extensions. They warned about this for years beforehand.
