I have scanned large volumes of slides as Tiffs … as digital records. Need to go to Jpegs for other people to use.

You should be able to open them in Preview and then export from there as jpeg.
If you are looking to do that in bulk, you should have a Quick Action in the Finder for that. Select the files, then Control+Click on them and look for Quick Actions. Look for the Convert Image quick action and use that.
I do this all the time. I create an album in Photos; drop the files into the album; select all and export as Jpeg to share ever I need them. I usually create a folder on my desktop so I can find them easily.
