When creating albums for photos, does this use additional memory on iPhone since the photo is technically now in 2 places on my phone? Trying to maximize my phone storage. Thanks.

A photo is NOT in two places because you put it in an album. A photo is only ever there just once, in your library. Albums are just another way to look at the photos in your library. They are like playlists in iTunes/Music or Smart Folders in the Finder.
