Yes. Like with any task not covered by the built-in iOS apps, you simply need to get another app for that. Search the App Store and you'll find hundreds of apps that can allow you to draw on one of your photos and save it back to your Photos library. Most of them allow you to draw text as well.
Try searching for "photo draw" or "photo sketch" then read the descriptions to see which one fits your needs.
