I have an iPhone 10 running the latest iOS. I take pictures and videos. I am sitting at my Mac and my phone is on my desk with very strong Wi-Fi. The photos and videos I took 30 minutes ago are not in iCloud yet. Is there a way to trigger the move?

No way to trigger it. If you really need them on your Mac now, but not in your Photos library, then you can always use AirDrop to get them there.
Otherwise, plug in your iPhone. Two of the factors it looks at for syncing are: is it plugged into power, and how much of a charge does it have. If it feels that syncing will take too much power and the battery isn't full, then it will wait.
