My Mac mini late 2012 frequently shows the spinning ball, takes over a minute to boot up, just feels a wee bit sluggish. Do I really need to create a boot disk to reinstall a fresh copy of the OS?

I wouldn't go to that drastic step unless I had to. I would instead try to figure out why you are having issues and solve them. It may require a trip to the Genius Bar if you can't find the problem yourself. Could be you are running out of drive space, or some app or background process was having trouble. Impossible to say without a firsthand look.
A re-install of the OS is unlikely to resolve the issue.
Hi Gary, thanks for the prompt reply. I don't have any space issues, I don't really have many apps on the system, ms office, mx player. My mini has 16gb of ram, I seem to remember when it used to boot up in like under 30 seconds with the standard 2gb of ram. Seems to have got slower with every new release of OS X. Ive asked around on a few forums and most of them say not worth upgrading to the new Mac mini
Could be hard drive issues. 2012 is just old enough that I would at least look into it. If you know know, boot into Recovery Mode and use Disk Utility to examine the drive.
I would replace your hard drive with a Solid State Drive (SSD) then migrate your current disk to the new one. I did this last month and now my computer loads 10 times faster.
