Get Rid Of Hand Tool?

I don’t know if the hand tool is causing my issue or not. When the cursor has a black arrow pointer the cursor move freely but as the cursor moves over different content, Gmail messages pane for example the cursor changes to the hand and becomes STICKY and does not move smoothly. If the hand is causing this action is there a way to get rid of the Hand. If not then what else might cause the stickiness? Running El Capitan.

    What you are referring to as the "hand tool" is just one mode of the cursor. It is just a graphic. It doesn't matter what graphic is being used by the cursor, it won't slow your Mac down in any way or do anything. It is just a visual way to show you what is under the cursor.
    If this is something that happens in Safari, it could be a Safari extension or perhaps something that the webpage is doing that happens at the same time as the cursor change -- when you move the cursor over active content. Webpages do indeed DO something (called the hover action) when you move it over a link or actionable content. Typically this shouldn't slow anything down, but if an extension is triggering as well, then maybe.
    I'd have an expert take a firsthand look at it. Genius Bar, perhaps?

    I use Chrome and I indeed have a sticky cursor. I found the following on line and it cured my problem.

    Resetting NVRAM
    Shut down your Mac.
    Locate the following keys on the keyboard: Command (⌘), Option, P, and R.
    Turn on your Mac.
    Press and hold the Command-Option-P-R keys immediately after you hear the startup sound.
    Hold these keys until the computer restarts and you hear the startup sound for a second time.
    Release the keys.

    The fix that I posted was only a temporary fix. I plugged in an older cordless Logitech mouse I had and my problem went away. So it has something to do with the Magic Mouse.

    So what fixed it? Was it resetting your PRAM, or was it switching your mouse? I doubt it has anything to do with the type of mouse. But if the Logitech mouse has some special system extension or app associated with it, it could be that. Or, it could just be code on the webpage like I suggested -- on a particular website -- and nothing to do with PRAM or your choice of mouse.
