How Can I Use Do Not Disturb While Driving To Disable Calls?

From what I see on my phone, it only disables the texts from coming in.
How can I disable phone calls too and let it roll over to voice mail?
There is blue tooth in the car.

    You can change your settings for Do Not Disturb in the Settings app. The Do Not Disturb While Driving feature uses these settings.

    I can think of two possible reasons that calls are coming through. The first is that you have it set to only silence the calls when the phone is locked, and you happen to have it unlocked. The second is that the call coming through is from a number that you have marked as a "Favorite" and you have it set to allow favorites to ring through.
