In TextEdit Markup using the Shapes tool, the arrow colour is always white and it seems there is no way to change that to any other colour. Is that correct?

So the only "Markup" tool inside of TextEdit that I can see if you are working on a Rich Text document, you add an image, and then you select the Markup tool on that image. Is that what you mean? That's the standard Markup tool used through macOS, including Preview, Mail, and other places.
You can change the color of the arrow or any shape. The tools across the top should be: Sketch, Shapes, Text, Highlight Selection, Sign, Shape Style, Border Color, Fill Color, and Text Style. You would have used the Shapes tool to select an arrow to add it. Now, with that arrow selected, use the Border Color tool to select another color for that arrow. You can use the Shape Style tool to change the thickness. You can also use the Fill Color on other shapes.
