I suffer from too many concussions (my neurologist calls it post concussion syndrome) and found that I can adjust the pages in the Finder to a gray. The issue is that I haven’t been able to figure out how to set the colour on all pages of the finder (without having to set in manually).

You can't. It is on a per-folder basis and only in icon mode.
Suggestions:
1. Use only list view as it isn't so bright. Or column view as you can make the Finder window smaller.
2. Try Dark Mode.
3. Use the settings in System Preferences, Accessibility, Display and see if any of those help.
4. Adjust the screen brightness in general. If this is an external screen (not an iMac or MacBook) then use the controls on the display itself.
