How do I change which news sources show up in iOS 10’s news widget? Presently it displays “Top Stories” with news sources I do not care for and the same for “Trending.”

You can't customize it. This is a view of the Top News section of the News app. That's all it does. If you do not like it, then don't use it. Instead, get another news app that has a widget and use that instead. I'm not sure how many news apps have widgets yet as widgets are still pretty new. But you can always email your favorite news apps and ask them to add widget support.
If you want to stick with Apple's News app, then I would customize your "Favorites" in there and then use the app to view those source, and just ditch the Top News widget.
