Do I connect the Apple TV to the HDMI or to the HDMI ARC connector on my Insignia television?
I can put photos and albums on my iMac. What settings do I need, on the iMac, to show the photos on the Insignia television through the Apple TV?

So how is your Apple TV connected to your TV now? Is this "Insignia Television" some sort of special device, or just a brand of a normal TV?
HDMI ARC is just HDMI with an audio return channel. I don't think it matters if which you use with your Apple TV. Do you notice a difference? Maybe in how the volume controls work?
Your photos don't care what TV your Apple TV is hooked up to.
To see your photos, you can use iCloud Photo library and then they should just appear in the photos app on your Apple TV as longs you are using the same Apple ID.
