It depends on where you got these ringtones. If they are already in the proper file format (m4r), then you can simply add them to iTunes and sync them to your iPhone. If not, then you will need to use GarageBand to convert them first. On the other hand, if you mean ringtones downloaded in iTunes, then they are there already and you just need to sync them.
