I am trying to print a certificate from my security monitoring company, but when I try to open the document, it says this popup is being blocked.

I assume you mean Safari on a Mac, and the most recent version.
When you are at the website, choose Safari, Settings For This Website. Then look at the options that appear. You'll see one for Pop-Up Windows. You need to switch that to "Allow."
