I had files saved in iCloud, I deleted them but also from trash. i have tried restoring from iCloud Drive in the Advanced Setting but the files did not appear in that section. What can I do now? It does seem logical that file deleted from trash would then go somewhere on iCloud Drive temporarily 30 days deleted before completely removed – that is a great safety feature. But that did not happen in my case. Apple Support showed me how to go to iCloud Advanced Setting but my files were not there to restore. Where could they be or are they gone forever?

The safety feature in this case is your Trash. Instead of being able to delete files easily, you've got that safety net of the Trash. But you took that second step and emptied the Trash which deleted the file permanently.
iCloud Drive's recovery feature only works for files not using the Trash. So, for instance, if you chose Delete Immediately in the Finder to skip the Trash. Or, if you were using the iOS Files app (Finder equivalent on iOS) and deleted the file there. Also, there are some other cases, like moving files in the Finder directly to a non-iCloud Drive location. Some apps letsyou delete content from inside the app, etc.
Basically, you get either the Trash as your safety net, or iCloud Drive Restore Files, but not both.
However, getting the files back is easy. Just restore them from your Time Machine backup.
As you said you have deleted data from trash on iCloud. That means you permanently deleted files. So its nearly impossible to recover them. But as an alternative solution, you can try free data recovery software like recuva, stellar data recovery free edition for mac, Tesdisk, etc. These utility programs can recover deleted data, formatted data lost partition data efficiently. But they work only when you ever store that data on a local storage drive. Thanks,
