I was having trouble with Mail remembering my passwords. I was in keychain trying to get the old passwords deleted and the current one listed and deleted all the passwords in keychain. I’ve tried going into time machine but am not able to recover them from there. How do I get them back?

You say "I'm not able to recover them from there" but you didn't mention why -- what did you try and what was the result? Did you try restoring ~/Library/Keychains ?
I have time machine for backup, but so far I haven't been able to recover anything from it. I search for keychain and it gives me a strange word which I click on and Keychain access opens. Then I open time machine and locate keychain access in applications. I click on it and hit restore. Nothing is restored. Should I be looking for something else in applications or something instead of applications? I just tried going to library/keychains and again nothing was restored.
Somehow I have recovered them. Not sure how. How do you delete one item from keychain access?
You can delete an entry by simply finding it in Keychain Access, selecting it and pressing the Delete key.
