My wife deleted a mailbox title in mail in the “On My Mac” area. Now there seems to be no way to replace it and we can’t find it. Help.

You may be out of luck. "On My Mac" messages are stored locally, not on your email server like regular messages. If you can't find those messages in your mail Trash, they could be gone.
One thing you can try is to restore the file on your drive from your Time Machine backup. In the Finder, choose Go, hold the option key down, and choose Library. Then look for Mail. What you find in here is a collection folders and subfolders that will be different for everyone. Look around in there to see if you spot your other local mailbox folders, .mbox files. Then with that folder as the one you are viewing, open Time Machine and recover that old .mbox file.
Took some fancy footwork, but was able to recover that info. It's not in mail though but it's workable. My wife says thank you, thank you
