I just upgraded from El Capitan to Mojave on my Mac. Since then, I’ve lost the ability to use the right shift key on keyboard to display all open apps.

The only way that I know of to use the right Shift key as a shortcut by itself is in System Preferences, Mission Control. There you can define shortcuts for Mission Control Application Windows, Show Desktop and Show Dashboard.
None of those let you go to the App Switcher, which seems to be what you are asking when you say "Display Apps That Are Open" -- but maybe not. Maybe you just mean Application Windows?
The shortcut for bringing up the App Switcher is pretty standard: Command+Tab. Even if you could change it to the right Shift key it wouldn't make sense as you need both a modifier key (Command) and a key to tap to advance to the next app (Tab) for it to work.
