I love the iCloud Drive. Recently had no internet and tried to work on my files on my MacBook but they wouldn’t open. My question is if I have documents and folders in the iCloud Drive are they fully accessible with my MacBook when I do not have access to the iCloud like when there is no wifi service?

Go to System Preferences, Apple ID, iCloud (on the left) and then look for "Optimize Mac Storage" near the bottom. If that is turned OFF then every file in iCloud Drive will be present on your Mac at all times. Of course this only works if you have a large enough hard drive to hold them.
If you are not connected to the Internet, you can access any file. When you edit a file, delete one, or create a new one, that change is then synced to iCloud Drive and seen on other devices when you are next connected to the Internet.
