There is no built-in functionality to do this. But there are several ways to get the same result.
The first that comes to mind is if the photos are next to each other in the library, or in the album, simply use the arrow keys to quickly move back and forth between them. While this doesn't show you both at the same time, it does allow you to make the decision as to which one to keep in many cases.
You can also select both photos and then choose File, New Album With Selection. Then you end up with an album with both of those photos. Use the zoom slider or Command+plus to make them as large as you can. Then you are essentially viewing them both at the same time, just maybe not as large as you'd like. After you make your choice, remember to remove that album.
Another way is to select the two photos. Then use File, Print or Command+P. This instantly shows them both side-by-side in the print preview. You can use the layouts on the right to try different arrangements as well. Then just click Cancel at the bottom when you are done comparing.
One more way to do it that comes to mind is to use Preview. Select the first photo and Control+click it, select Edit With, and then Preview. After that opens in a Preview window, then do the same with the second photo. Then manipulate those two Preview windows any way you want to compare them. Or, you could use any other app that lets you view images.

I think I asked this some time ago as this function was previously available on i-photo. Whilst these options are well described, it would be really useful to have the 'compare' function back in Photos. I've really missed it.
