It should remember your playback position when you stop a podcast. I just tried it and when I paused a podcast in the Podcasts app, and then went to another podcast, quit the app, and then launched the app and back to the first podcast, the playback position was where I left it and the button was "Resume Episode" instead of "Play Episode." Do you not see the same?
As for editing it, it sounds like you want to not edit it (trim or extract a segment and re-mix) but just to change the playback properties. There is a volume control at the top of the app, on the right. But you can also use the system volume too. There is no equalizer function though.
