By "button" do you mean the iCloud Drive app icon? When an app icon is grayed out, it means that the app is in the middle of a download or update. You can check in the App Store app, under Updates, to see if that is the case. If so, you can pause the update, or simply wait to see if it completes. You may need to connect to Wi-Fi to get that done faster.
If it is stuck, you can always try restarting your device.
Its in Settings, Then the top section with your name on, then iCloud, then under the iCloud backup option (which is on). Its the iCloud Drive button. No apps updating and I've restarted the device.
Ah, so it is the switch in settings that is grayed out, not the app icon. Do you have anything turned on in Settings, General, Restrictions?
This is the case for me. I updated my MacBook Pro to High Sierra and the problem persists. I went through 3 layers of apple support on a phone call today. They act like they've never seen it before.
